June 2010: Joint CFTC-FERC Roundtable followed by CCRO Meeting

Our original plans for this month’s CCRO meeting have changed due to the opportunity to combine it with a special Joint CFTC-FERC Roundtable which the CCRO will facilitate. Given our papers on Clearing, published in 2007 and Netting, published in 2010, and the on-going work of our Power Market Credit Panel the CCRO makes an ideal host for this Roundtable.

Power Market Credit Panel

The CCRO has proposed to the FERC that it bring together a panel of experts to draft and publish much needed standards & best practices related to credit across power markets. The Panel's mission will be to seek to establish policies and methods that represent best practices for the advancement of healthy, growing power markets and increased effectiveness of risk management for the companies that participate in those markets. The panel intends to present its findings to the FERC and the PUC Texas. FERC staff has expressed an interest in this panel and its potential products.

New Legislation for CCRO Attention

The CCRO and Mike Gill (Crowell & Moring) are planning to arrange a series of meetings between Bob Anderson and congressional staffers. The goal is simply to introduce them to the CCRO and its unique role as an energy industry resource - a resource from which which they will certainly want to draw 'industry expert' knowledge and interact with directly.

Internal Risk Reporting

Starting last year, a number of members have presented their internal risk reports to the other members attending the general CCRO meetings. Those that have contributed gain immediate feedback about their reporting styles and methods, and help the CCRO build a valuable resource for members. Because of its success, this “Risk Report Sharing” program is now on-going with new presentations at every meeting possible. The CCRO has been building a rich, searchable & indexed, and annotated archive of the reports members have shared.

Netting Subcommittee Report

As we have discussed, attached is the final version of the Netting Subcommittee Report. Interested entities can reference it in preparing their FERC Credit NOPR comments that are due next Monday. And, as previously discussed, this paper can now be included as an attachment to the CCRO’s Filed Comments at FERC.
