This article gives a pretty good snapshot of what the current state of affairs is in the House and Senate for financial reform. Remembering what Mike Gill said in the last CCRO meeting, the further out the Senate pushed their timeline, the less likely it is that anything will get done. There is talk in this article that the Senate may not fully address this until the summer when their will be a lot of campaigning going on.

Nov. 16th 2009 - CFTC Reopens Public Comment Period on its Notices of Intent to Determine Whether Certain ICE Contracts Perform Significant Price Discovery Functions

The attached notice just came out from the CFTC. They are once again soliciting comment from the public as to whether or not certain contracts traded on ICE perform a Significant Price Discovery role. If they do, that would put those contracts in a category of closer regulation by the CFTC in the future. That regulation could come in the form of position limits and/or hedge exemption modifications. I have attached the criteria for what constitutes a SPDC below. I would encourage all interested members to file comment with the CFTC.

New Legislation for CCRO Attention

The CCRO and Mike Gill (Crowell & Moring) are planning to arrange a series of meetings between Bob Anderson and congressional staffers. The goal is simply to introduce them to the CCRO and its unique role as an energy industry resource – a resource from which which they will certainly want to draw ‘industry expert’ knowledge and interact with directly.
